Ghana GS 4510 Now Live: First-Week Checklist for Used Truck Exporters

The Ghana EASYPASS regime we previewed last month is now live: the Ghana Standards Authority began enforcing Ghana Standard GS 4510 on October 1, 2026. One week in, the shape of the regime is clear, and it settles the single most confusing number in West African vehicle compliance - the age limit. Here is what changed, what the transition rules actually say, and the checklist exporters should run before booking the next vessel to Tema or Takoradi.
Correction: The Age Limit Is 15 Years, Not 10
The GSA first proposed a 10-year age limit, then revised it to 15 years on August 14, 2026 after consulting the trade. Used vehicles more than 15 years old from the year of manufacture are now prohibited from import. Buyers who delayed purchases on the earlier 10-year draft kept a wider window than expected - but the 15-year line is the enforced one, and age-based customs penalties under the existing Customs Act still apply in parallel.
PVoC and the CoC: Inspection Now Happens Before Loading
The core mechanic of GS 4510 enforcement is the Pre-Export Verification of Conformity programme: every used vehicle destined for Ghana must be inspected in the country of export by a GSA-approved, internationally accredited inspection body and issued a Certificate of Conformity (CoC) before shipment. No CoC, no clearance at Tema - the vehicle sits, and storage charges run on the importer.
A per-vehicle charge of about US$300 has been widely reported for the inspection programme, but the official fee schedule has not been fully published - treat the figure as indicative and confirm the current fee structure with the appointed inspection body. Omanbapa Auto & PVoC Ltd is coordinating implementation with international Type A inspection bodies, with inspections in Japan starting October 1 in partnership with Autoterminal Japan.
The Transition Rule: It Is the Loading Date That Counts
The most valuable clause for shipments already in the pipeline: vehicles loaded onto a vessel before October 1, 2026 are exempt from the new requirements even if they arrive in Ghana after the enforcement date. Units already inside Ghana are likewise unaffected. For cargo booked in late September, the actual loading date on the bill of lading determines which regime applies - keep that documentation precise.
What GS 4510 Bans Beyond Age
- Originally manufactured right-hand-drive vehicles - the LHD requirement our Africa LHD map details across the region
- Flood-damaged and fire-damaged vehicles
- Vehicles with broken, bent or twisted chassis or safety-cage structures
- Vehicles assembled from spare parts
- Vehicles without a speedometer displaying kilometres per hour
Trucks are squarely inside the scope - the standard covers goods vehicles alongside passenger cars, and the practical screening bar is the same: build year, structure integrity, original drivability and documented history.
Registration Duties: GSA and the Shippers Authority
Two registration tracks now sit in front of importers: importers and vehicle dealers must register with the GSA Vehicle Homologation Unit, and cargo cannot process through ICUMS without registration with the Ghana Shippers Authority. New vehicle models additionally need GSA approval before shipment. Alongside these, the GSA is rolling out the Vehicle Dealer Information System (VEDIS), a platform linking DVLA, insurers, National Security and Interpol for real-time vehicle verification - stolen-vehicle risk is being priced out of the market.
First-Week Checklist Before the Next Vessel
- Confirm the build year is 15 model years or newer, counted from the manufacture date - not first registration
- Verify original left-hand drive and a km/h speedometer before purchase
- Book the PVoC inspection and secure the CoC before confirming vessel space - not after
- Record the exact loading date; it decides whether the new regime applies
- Complete GSA Vehicle Homologation Unit and Shippers Authority registrations
- Budget the full tax stack - tariff, VAT, health insurance levy, GETFund levy and ECOWAS levy - and declare true values; GRA reference-price matching flags under-invoicing
Ghana has not banned used vehicles - it has moved the quality gate upstream to the exporting country.
