Rwanda Used Truck Import Guide 2026: LHD Only, Euro 4, 0-10% Heavy Truck Duty

Rwanda moved into the spotlight this week after Chinese media reported that a Rwandan buyer flew to Liangshan, Shandong - the biggest used commercial vehicle hub in China - and closed a 300,000 USD heavy truck order on the spot, with plans to bring more fleet owners on the next sourcing trip. Liangshan shipped more than 13,000 used commercial vehicles in 2025, the highest volume of any county in China, to over 110 countries. For buyers watching East Africa, Rwanda deserves a closer look: it is one of the few left-hand-drive markets in the region, and its 2025/26 tariff schedule gives heavy trucks a 0-10 percent duty window. This guide adds Rwanda to our Left-Hand Drive Africa map and the inland-country set alongside our South Sudan guide.

Why Rwanda works for Chinese used trucks

  • LHD only. Rwanda drives on the right and permits only left-hand-drive vehicles for permanent import and registration. Right-hand-drive units are limited to short temporary stays (reported at 14 days) and cannot be registered. Neighbours Kenya, Uganda and Tanzania are all RHD markets, so Chinese LHD stock that cannot enter them fits Rwanda directly - no steering conversion needed.
  • Euro 4 emissions. Since August 18, 2025, all imported vehicles must comply with Euro 4. Used units need an emissions compliance statement, and the Rwanda Standards Board (RSB) verifies conformity paperwork on arrival.
  • Banned categories. LPG vehicles are prohibited outright. Sources also list major accident damage, flood-damaged, faulty refurbished and assembled or modified units as blocked, and customs will reject any vehicle with a missing or unreadable VIN sticker.

Vehicle age: no blanket ban, but age costs money

Rwanda does not apply a single hard age ban the way Kenya or Zimbabwe do. Guidance aligned with the Rwanda Revenue Authority indicates no absolute age limit; instead, excise and environmental levies rise steeply with age - for example, vehicles over eight years old or with engines above 2,500 cc are reported to move into a 15 percent levy tier. Other sources report 5-year and 10-year caps for specific categories and licence classes. The practical rule: keep sourcing at or under 10 years, budget the age tiers before you quote, and confirm the current cap for your truck category with a licensed clearing agent. Our age limits comparison table shows how the region differs.

Duties and taxes: the 0-10 percent heavy truck window

Rwanda kept EAC tariff relief for commercial vehicles in its FY2025/26 budget. The numbers that matter for truck buyers:

  • Road tractors for semi-trailers: 0 percent import duty.
  • Goods vehicles over 20 tonnes GVW: 0 percent.
  • Goods vehicles over 5 to 20 tonnes: 10 percent (down from the 25 percent EAC common external tariff).
  • On top of duty: 18 percent VAT, 5 percent withholding tax, plus excise on fuel vehicles and an environmental levy. Total landed cost for fuel trucks is reported at roughly 35-60 percent of vehicle value depending on engine size and age.
  • Pure electric vehicles: the import duty exemption was extended, and EV imports are reported to enjoy full tax and fee waivers - a strong fit for the used electric trucks covered in our battery health and EV reality guide.

Clearance process and documents

  1. Hire a clearing agent licensed by the RRA and agree fees upfront.
  2. Assemble documents: bill of lading, certificate of origin, commercial invoice, original logbook or title, pre-shipment inspection certificate and insurance.
  3. On arrival the RSB inspects steering position, age, VIN and emissions compliance; inspections are booked through the Irembo platform, and failed units get a 14-day repair window with a re-inspection fee.
  4. Taxes are assessed through the Rwanda Electronic Single Window (ReSW). Pay promptly to avoid storage charges, then collect the goods exit note.
  5. Registration in Kigali follows; the full port-to-plate process is reported at 7-14 working days when documents are clean.

Routes and demand

Cargo reaches Rwanda through Mombasa (Northern Corridor) or Dar es Salaam (Central Corridor); Mombasa container transit is reported at 14-21 days with 1,200-1,800 USD per container. Demand comes from construction, agriculture and cross-border logistics toward Burundi and eastern DR Congo - which links directly to our DR Congo import guide and the Zimbabwe corridor set. Before you wire money, apply the safeguards in our payment fraud protection guide, and source against the refurbishment bar set by the T/CADCC 009-2025 export standard.

Figures marked as reported come from importer guides and industry press; confirm current rates and caps with the RRA or your clearing agent before budgeting.
