New China Standard T/CADCC 009-2025 Raises the Bar for Used Truck Exports
On September 18, 2026, at the China (Liangshan) Commercial Vehicle and Parts Export Development Conference in Shandong, the industry group standard T/CADCC 009-2025 — Technical Specification for Adaptive Remanufacturing of Used Goods Vehicles for Export was officially released and took effect the same day. For overseas buyers of Chinese used trucks, this is the single most important quality milestone since the export pilot program began in 2019.
Why a Written Standard Matters
Until now, "reconditioned" meant different things to different exporters: one yard might replace filters and wash the cab, while another fully tears down the engine, crack-tests the frame and re-wires the electrics. Buyers shipping to Nigeria, Tanzania or the UAE had no common reference to hold suppliers accountable. T/CADCC 009-2025 fills that gap — it turns adaptive remanufacturing from a marketing word into a documented, checkable process.
What the Standard Actually Covers
The specification defines the full lifecycle of an export-grade remanufactured truck:
- Disassembly, cleaning and classification — how incoming units are stripped, cleaned and sorted into reusable, repairable and scrap components
- Adaptive remanufacturing by system — separate technical requirements for the engine, frame, chassis, upper structure (dump bodies, tankers, mixers), cab and electrical systems, adapted to the destination market's road, climate and regulatory conditions
- Assembly — controlled assembly flow with torque, fitment and parts-traceability requirements
- Inspection and certification — four gates every unit must pass: document review, static inspection, dynamic inspection and road test, with defined pass/fail judgment and report issuance
- Appendices — a normative remanufacturing flowchart and a reference inspection report template
How Buyers Should Use It
Whether or not your supplier quotes the standard by name, you can now benchmark any offer against it:
- Ask for the inspection report. The standard ships with a reference report format covering all four inspection gates. A supplier who cannot produce a comparable document is not doing standard-level work.
- Match remanufacturing scope to your destination. "Adaptive" means the truck is prepared for your market — tropical cooling, dust sealing for Sahel roads, overload-ready suspension for mining haulage. Say where the truck will work and require the reconditioning to be scoped accordingly.
- Tie payment milestones to inspection gates. Structure deposits so the balance falls due after the road-test report, not before the truck leaves the yard. Our pre-payment inspection checklist pairs directly with this approach.
- Cross-check with destination rules. The standard governs how the truck is rebuilt in China; your import side is governed by the destination country — for example Kenya's 8-year age limit and PVoC inspection, or Ghana's EASYPASS certificate. Both ends must line up.
What It Means for the Industry
The standard was released at a conference that gathered government departments, customs, industry associations, universities, exporters and more than 100 overseas buyers — including delegations from the UAE and Ghana. Liangshan, the county behind it, exported over 13,000 used commercial vehicles in 2025, more than any other county in China, and Professor Yan Shengyu of Chang'an University presented the technical interpretation on stage. With licensing already simplified to a "one batch, one certificate" system (see our licensing reform coverage) and a national draft to fully open used vehicle exports (MOFCOM draft analysis), quality standardization is the logical third pillar of the 2026 policy package: easier licensing, open markets, and now a written floor for quality.
