Yantai Port Becomes North China Used Truck Export Gateway: New Base, Tax and Customs Perks

The China Shandong Auto Export Base was officially launched at the 2026 Used Vehicle Export Development Conference in Yantai on September 23, 2026 - the first port-adjacent used vehicle export demonstration base in northern China.

A new northern gateway for the Chinese used truck trade

At the same conference, 2026, the 2026 Used Vehicle Export Development Conference was held in Yantai, hosted by the China Automobile Dealers Association and organized by Shandong Port Yantai Port. Around 400 delegates including buyers from Russia, Japan, South Korea and Dubai attended. The headline outcome: the official launch of the China Shandong Auto Export Base, the first port-adjacent used vehicle export demonstration base in northern China.

The timing matters. In the first half of 2026 China exported about 325,000 used vehicles worth USD 7.6 billion, up 61% and 54% year on year respectively according to association data. As compliance rules tighten - including the rule that vehicles registered less than 180 days cannot be exported as used (export licence reform explained) - the industry is shifting from volume growth to quality growth, and port hubs are becoming the bottleneck breaker.

Why Yantai Port matters for truck buyers

Yantai Port is not a newcomer to vehicle logistics:

  • 26 vehicle RORO routes (21 international, 5 domestic), plus sea-rail corridors linking Japan and Korea through Yantai to Central Asia and Mongolia
  • 850,000 commercial vehicles handled in 2025 across all modes - the No.3 coastal vehicle logistics port in China and No.1 in international vehicle transit volume
  • Home of the world first smart and green RORO terminal
  • New energy vehicle throughput up 81.1% year on year in January-August 2026, with a 30,000 sqm dedicated NEV storage area

For overseas truck buyers this adds a credible northern loading port alongside Tianjin and Shanghai, with direct RORO options on West Africa, East Africa and Southeast Asia rotations.

Inside the Shandong Auto Export Base

The base combines an online trading platform with an offline delivery platform, supported by six service centers: international display, trade services, testing and certification, refurbishment and reconditioning, warehousing and logistics, and data operations. The goal is a public export brand with verifiable condition, transparent pricing and traceable compliance - directly addressing the trust gap that many African and Central Asian buyers report when sourcing refurbished trucks (the T/CADCC 009-2025 remanufacturing standard is one reference buyers can demand).

The policy package: what exporters actually save

MeasureDetail
VAT refund speedClass 1 and 2 export enterprises: refund processed within 3 working days
Bonded zone deemed exportVehicles entering the comprehensive bonded zone count as exported: advance refund eligibility, ledger-based management, no repeated export licence applications per batch
Inspection subsidyUp to CNY 150 per vehicle for export inspection fees, capped at CNY 200,000 per company per year
Customs facilitationFive local customs offices jointly apply advance declaration and direct loading on arrival
Bonded yard3.92 sq km of bonded storage inside the zone, 1-2 months free storage
Registration on siteVehicle administration service station inside the bonded zone: 300 vehicles can complete export inspection in 3 days

For a mid-size exporter shipping 100 used dump trucks per month, the combination of advance refunds, free bonded storage and batch licensing can cut working capital tied up per shipment by several weeks - savings that are increasingly passed into FOB quotes.

Compliance as the competitive line

At the conference, Yantai Port together with industry associations, testing institutes and major platforms issued a joint initiative on compliant used vehicle exports: pre-shipment condition verification, standardized documentation and traceability. A provincial certification research center at the port tracks destination-country access rules and carbon footprint requirements to flag technical trade barriers early.

What buyers should do with this

  1. If you source in Shandong (including the Liangshan industrial belt), ask your supplier whether consolidation through the Yantai base reduces your door-to-port cost and documentation time.
  2. Compare total logistics: a northern port departure can shorten inland trucking for Shandong-sourced fleet trucks versus Shanghai or Guangzhou.
  3. Demand the compliance chain: third-party inspection report, export licence consistency and the destination-market conformity statement - port-adjacent inspection now makes this faster to obtain.
  4. Watch freight separately: port efficiency helps, but Red Sea surcharges and RORO space remain the volatile cost item (late-2026 freight snapshot).

The base does not change destination-country rules - age limits, LHD/RHD and conformity regimes still govern what you can import (the 2026 global access traffic-light overview). What it changes is how fast and how reliably compliant trucks can move from the yard in Shandong to the vessel. For fleet buyers in Africa and Central Asia, that shortens the weakest link in the chain: documentation and consolidation.
