South Sudan Used Truck Import Guide 2026: No Age Limit, Nimule Corridor and Costs

South Sudan is one of the most open used truck markets in East Africa - and one of the least documented. There is no vehicle age limit for used imports, traffic drives on the right with LHD as the official standard, and nearly all containerized and rolling freight reaches Juba through the Mombasa-Nimule corridor. This guide sets out the 2026 rules, taxes and route economics for buyers of Chinese used trucks, and pairs with our inland corridor guides for Chad and the Central African Republic.
Market access: what is allowed in 2026
- No age cutoff: South Sudan enforces no year-of-manufacture ban, unlike the 8-year cap in Kenya or the 10-year rule in Rwanda. Entry is decided by condition, not by age.
- Steering: driving is on the right and LHD is the official standard - a natural match for Chinese trucks. RHD units are currently tolerated for light vehicles, but buses must be LHD. Prefer LHD for long-term compliance, as our steering-side map recommends for all frontier markets.
- Reported restriction: recent trade notices indicate second-hand new-energy vehicles are not accepted for clearance. Treat EV and hybrid units as blocked until verified with the customs authority.
- Quality bar: accident, flood-damaged and scrap-condition vehicles are refused at inspection. A pre-export verification of conformity (PVoC/CoC) certificate, typically issued by SGS or Intertek at around USD 150 per unit, is required under recent announcements - confirm the current enforcement status with your clearing agent.
Taxes and fixed fees at the border
- Customs duty on trucks: typically 10-20 percent of CIF depending on vehicle type and use. Historical border schedules show a wider 0-45 percent band at the Juba gate, so classify the unit before pricing it.
- VAT: 15 percent, applied on CIF plus duty.
- Digital Border Security Tag: about USD 100 per vehicle per year, mandatory from 2026 for entries through Nimule.
- Gate and registration fees: USD 30 per transit at the Nimule or Nadapal gates, plus roughly USD 200 one-time registration.
A practical landed-cost model for a USD 20,000 CIF 6x4 dump truck is therefore roughly USD 2,000-4,000 duty, USD 3,300 VAT, and about USD 350 in fixed fees - before inland trucking. That keeps the total burden near 25-35 percent of CIF, well below the 40-55 percent typical of Kenya or the ECOWAS states.
The Mombasa-Nimule-Juba corridor
Most units sail to Mombasa (24-36 days RoRo from Chinese ports, competing with the longer Dar es Salaam routing), clear transit formalities, then move overland through Uganda: 6-8 days of trucking from Mombasa to the Nimule border, and 3-4 hours from Nimule into Juba. Nimule handles the large majority of overland imports; Nadapal is the alternative gate. Commercial imports need an Import Declaration Form, and standard documents include the original title and registration, bill of lading, supplier invoices and a proforma invoice showing VIN and FOB value. Note that South Sudan is landlocked and depends on the Kenyan port system - the same congestion cycles we describe in our West Africa shipping window guide apply here in the form of Mombasa peak-season pressure.
Who buys and what works there
Demand comes from NGO and humanitarian fleets, government projects, construction contractors and local transporters operating on unpaved roads. Rugged 6x4 dump trucks, tractor units and water trucks dominate requests. The parts and service ecosystem in Juba is thin, so order wear parts, filters and a tyre set together with the truck - the same logic we apply to DR Congo fleet projects on the southern corridor.
Action checklist for first-time buyers
- Confirm the unit is LHD, diesel, and free of accident or flood history before paying any deposit.
- Get the PVoC/CoC arranged at source, not after arrival.
- Price duty at 10-20 percent, VAT at 15 percent, plus the USD 100 annual digital tag and USD 30 gate fee - then confirm the classification with a Juba clearing agent in writing.
- Plan 35-50 days door-to-door through Mombasa, and keep a one-week buffer for Ugandan transit paperwork.
- Benchmark the corridor against our 2026 global access map before locking a sourcing plan.
South Sudan rewards buyers who document everything and punish those who assume African rules are uniform. No age limit is not the same as no standards - condition, steering side and paperwork decide whether a truck earns money or waits at the border.
