Uganda Used Truck Import Guide 2026: RHD Rules, URA Taxes and the Mombasa Corridor

Uganda is one of the fastest-growing destinations for Chinese trucks in East Africa - the Hoima oil development, expanding road programs and a farming sector that runs on 6x4 dump trucks and tractor heads all pull demand. But Uganda is also a right-hand-drive (RHD) island inside a left-hand-drive continent, reached entirely through neighboring ports, and the Uganda Revenue Authority applies one of the more layered tax stacks in the region. Here is how the pieces fit together for a 2026 import.

Rule One: Uganda Is RHD - Plan Steering Before Price

Uganda drives on the left. Chinese trucks are built left-hand drive, so an LHD unit imported as-is will not register. Importers have two practical paths: pay roughly $2,500-$4,000 per unit for a steering conversion in China before shipping, or source factory-original RHD stock where available. Confirm the exact treatment with your clearing agent before you commit to a unit - this single decision can swing your landed cost more than any duty rate.

Age Limits: 15 Years Stands, 6-Tonne Trucks Get Relief

The 15-year absolute age cap remains in force in 2026. A bill that would have cut it to 13 years was withdrawn in April 2026, so any broker telling you the limit has already tightened is quoting a dead draft. Two nuances matter for truck buyers:

  • Goods vehicles over 6 tonnes GVW are reported exempt from the strict 15-year ban - this is the category most Chinese heavy trucks fall into. Verify the treatment of your specific GVW class with URA before purchase.
  • Environmental levy tiers by age: goods vehicles up to 4 years old pay 0%, while goods vehicles 5 years or older attract a flat 20% environmental levy on CIF value. Since most competitive Chinese stock is 2019-2022, budget for the 20% tier.

The Full URA Duty Stack

Uganda applies the East African Community Common External Tariff, then adds local charges on top:

  • Import duty: roughly 25% of CIF for most truck categories under the EAC CET (some commercial configurations sit at 10% - confirm your HS line).
  • VAT: 18%.
  • Advance income tax (withholding): 6%.
  • Import Declaration Fee: 1% of customs value.
  • Infrastructure levy: 1.5% of customs value.

All-in, importers should budget approximately 40-50% of CIF value in taxes and fees depending on the exact HS classification - confirm the final figure with a licensed Ugandan clearing agent.

UNBS Pre-Shipment CoC: The 15% Mistake

Uganda National Bureau of Standards operates a PVoC program and vehicles are regulated products. Every used truck needs a Certificate of Conformity issued by a UNBS-recognized inspection body in the origin country before shipment. Arrive without one and you face a 15% CIF surcharge, destination inspection fees and weeks of delay. A 2-3 day pre-shipment inspection (SGS, BV or Intertek) is the cheapest insurance in this trade. Note that Uganda updated 57 compulsory standards on January 1, 2026 - if your documentation template is from 2025, re-check it.

The Mombasa Corridor: How the Truck Actually Gets There

Uganda is landlocked, so routing is a two-leg decision:

  • Leg 1 - Sea to Mombasa (Kenya): 20-25 days from Tianjin or Qingdao. RORO runs roughly $2,000-$2,500 per truck; container $2,500-$3,500. Cargo then transits Kenya under bond with a RECTS electronic seal.
  • Leg 2 - Northern Corridor to Kampala: about 7-10 days by road through the Malaba or Busia border posts, covering roughly 1,100 km.

Where the Demand Is

  • Oil and construction: the Hoima refinery and associated pipeline works pull dump trucks, water trucks and flatbeds.
  • Haulage: tractor heads on the Mombasa-Kampala corridor compete directly with Japanese RHD stock on price.
  • Parts: HOWO and Shacman parts are widely stocked in Kampala; FAW coverage is growing.

Five Checks Before You Wire a Deposit

  1. Confirm your GVW class against the 15-year rule and the 6-tonne exemption with URA or your agent.
  2. Budget the 20% environmental levy for any truck 5+ years old.
  3. Book the UNBS-recognized pre-shipment inspection before the vessel sails.
  4. Decide RHD sourcing vs conversion - get the conversion quote in writing.
