China Used Truck Export Tax Rebate 2026: The 13% VAT Refund and Compliance Playbook

China used truck export tax rebate policy has become a competitive weapon for compliant exporters - and a due diligence signal for overseas buyers. On October 9, 2026, the Sichuan Provincial Tax Service published a detailed feature on the China (Sichuan Shuangliu) Used Vehicle Export Base, confirming for the first time how much the rebate channel is actually worth. This guide closes our 2026 policy series (see also Document 648 supplier vetting and the one-batch-one-license reform) with the money side of the trade.
Shuangliu base: the hard numbers from January to August 2026
- 10,051 used vehicles exported (excluding zero-kilometre used cars), worth RMB 1.27 billion, up sharply year on year.
- 48 exporter enterprises received a combined RMB 118 million in export tax rebates over the same period.
- Where documentation is complete and free of tax doubts, rebate approval takes as fast as three working days.
- The base hosts 116 used vehicle export related companies; a one-stop government window integrates 8 business items and cut overall processing time by about 20 percent.
- On September 28, a delegation of Belarusian dealers visited the base to source stock - evidence that rebate-backed supply is reaching beyond Africa and Southeast Asia.
How the 13 percent rebate actually works
The rebate is not automatic. It depends entirely on the invoice chain of the exporting company:
- General taxpayer exporter + special VAT invoice at 13 percent from a licensed dealer: refundable at 13 percent of the invoice value excluding tax.
- Special invoice at 3 percent (from a seller who waived the reduced levy): refundable at 3 percent.
- Ordinary invoice only: the export is VAT exempt, but no refund.
- No invoice at all (vehicles bought from individuals): treated as domestic sale, taxable - no rebate.
- Small-scale taxpayer exporters: VAT exempt on export, not refundable.
Refund amount = invoice value excluding tax multiplied by the applicable rebate rate. The formula follows the state tax authority rules for export goods (Finance and Taxation Circular 39 framework, continued under Announcement No. 11 of 2026 after the new VAT Law took effect).
The compliance conditions behind every rebate
- Valid used vehicle export qualification filed with the Ministry of Commerce, plus customs registration and export tax rebate filing.
- Vehicle deregistration completed before export; no mortgage, seizure or legal dispute on the unit.
- Real export: customs declaration confirmed, goods physically leave the country.
- FX receipt normal or qualifying as deemed receipt; contracts, invoices, customs data, logistics and funds must all match (the three-flow consistency rule).
- Document retention for at least 10 years; taxpayer credit rating not rated D.
Policy context: where 2026 stands
Three policy layers now interact. First, the reduced 0.5 percent VAT levy for used vehicle dealers continues to the end of 2027, keeping domestic acquisition costs low. Second, licensing has been streamlined: one license covers up to 20 vehicles per commodity code and issuance takes about three working days, while provinces such as Guangdong compressed filing to five working days from July 2026. Third, Document 648 tightened source authenticity - OEM confirmation letters for vehicles registered under 180 days and a negative list for dishonest exporters. Free-trade zones add further upside: at Yantai port, entering the comprehensive bonded zone counts as export and unlocks rebate about three working days earlier.
What the rebate means for overseas buyers
A working rebate chain is a strong proxy for a professional supplier: it proves real export history, clean title handling and orderly invoicing. Four questions to ask before wiring a deposit:
- Are you a general taxpayer with a valid export qualification, and can you share the filing number?
- How is the acquisition invoice chain structured - special or ordinary invoice?
- How many export customs declarations did you complete in the last 12 months?
- Can the sales contract, invoice and customs data all show the same vehicle identity and value?
Suppliers that pass this screen are also the ones most likely to honour pre-shipment inspection commitments and warranty terms. For volume buyers, pair this screen with our wholesale export process guide; for electric units, add the battery documentation checklist from our NEV buyer guide.
Data notes
Shuangliu figures are from the official October 9, 2026 release of the Sichuan Provincial Tax Service and cover all vehicle types, not trucks only. The 13 percent rebate rate applies to special VAT invoices issued at that rate; buyers should treat any supplier claim of guaranteed rebates as a marketing statement, not a contract term.
