Belarus Used Truck Import Guide 2026: EAC Certificate and Rail Corridor

While African and Southeast Asian routes dominate used truck export headlines, the westbound corridor into Belarus and the wider Eurasian Economic Union (EAEU) quietly moved up the agenda after a Belarusian business delegation visited the Shuangliu export base in Chengdu in late September 2026. Belarus sits on the EU border, runs a fully left-hand-drive fleet, and imports Chinese trucks both for its own logistics and agriculture fleets and as a transit gateway toward Russia. This guide covers what a buyer or exporter needs to know in 2026.
Certification: EAC and SBKTS come first
- All imported vehicles must comply with EAEU technical regulation TR CU 018/2011 and carry EAC certification, applied for by vehicle type, engine displacement, fuel and model year - it is not a one-time blanket certificate.
- Vehicles older than 3 years need an SBKTS vehicle design safety certificate (units under 3 years use OTTS type approval). The SBKTS process includes fitting an ERA-GLONASS emergency call module - mandatory since 2019 - and truck certification takes around 15 days according to certification-center price lists.
- Russian-language manuals and OBD interfaces are required under GOST R 57993-2017 rules introduced by Russian customs in 2023; regional practice applies them across the EAEU.
Duties and taxes
- Belarus applies no hard age limit on used imports, but duty rises sharply beyond 5 years of age; the rate depends on importer type, age, declared value and engine displacement.
- VAT is 20 percent, plus a recycling fee (544.5 BYN for vehicles up to 3 years, 1089 BYN above 3 years - a passenger-car baseline; truck rates are engine-based and higher) and a fixed 120 BYN customs fee.
- Belarus customs requires invoice and contract values to match within about 3 percent; wider gaps need bank payment proof.
- One industry source reports a 2022 ban on petrol cars older than 5 years and diesel cars older than 7 years (passenger-car oriented); confirm the current treatment for trucks with your broker before shipping - the same rule-checking habit recommended in our age limit comparison table.
Routes: rail leads for batches
Three routes dominate. Road transport via Khorgos - Kazakhstan - Russia - Belarus (or the eastern route via Manzhouli) takes 14-25 days door to door and suits 1-2 truck orders, with TIR transit cutting border inspections - the Kazakhstan leg follows the same corridor described in our Kazakhstan import guide. Rail on the China-Kazakhstan-Russia-Belarus corridor takes 18-30 days and is the cost-effective choice for dealer batches, with minimal vehicle mileage. Sea plus road or rail through eastern Chinese ports runs 35-50 days or more and only makes sense for large volumes.
Demand profile and next steps
Belarus traded about 83.9 billion USD in goods with China in 2024, and its fleet renewal cycle - logistics, agricultural haulage and the mining services ecosystem - favors durable Chinese trucks priced well below European equivalents, a pattern similar to what we documented for Uzbekistan and Central Asia. Combine this guide with the export license rules, the FOB price benchmarks and the payment safeguards, and check our route traffic-light hub for current corridor status before you book.
