Gulf Used Truck Markets Compared: Saudi Arabia, Iraq and UAE in 2026
Saudi Arabia, Iraq and the UAE run three very different rulebooks for used trucks: a 5-year Saudi age cap with SABER certification, a looser 10-year Iraqi limit with COSQC inspection, and the UAE re-export hub. Compare taxes, ports and paperwork before you pick a market.

The Gulf is not one market - it is three, and the differences decide whether a used truck clears in days, weeks or not at all. Saudi Arabia pairs the region's biggest project pipeline with its strictest age and certification rules. Iraq accepts older commercial trucks but layers on reconstruction levies and mandatory pre-shipment inspection. The UAE restricts age to ten years but functions as the Gulf's re-export and fleet-financing hub. Our full country guides cover each market in depth - Saudi SASO rules, the Iraq Umm Qasr route and UAE Jebel Ali costs - and this comparison puts all three side by side so you can match the rulebook to your budget and timeline.
The three rulebooks at a glance
| Rule | Saudi Arabia | Iraq | UAE |
|---|---|---|---|
| Age limit (heavy trucks) | Max 5 years from manufacture - 2021 or newer in 2026, counted from January 1 of the production year | 10 years for commercial vehicles (HS 8704); 5 years for passenger cars | 10 years |
| Duty + VAT stack | 5% duty + 15% VAT (about 20% combined) | 5% duty + 5% reconstruction levy + sales tax (one importer guide reports 8%, another 20% - confirm with your broker) | 5% duty + 5% VAT |
| Conformity certificate | SABER/SASO Certificate of Conformity before arrival, plus pre-shipment inspection by a SASO-approved body | COSQC Certificate of Conformity (PVoC) via Bureau Veritas, SGS, Intertek or Cotecna - $150-400 per vehicle (reported) | Per our UAE guide |
| Drive layout | LHD only; salvage, ex-taxi and ex-police units banned | LHD mandatory | LHD and RHD both registered |
| Main ports | Jeddah Islamic Port, King Abdulaziz (Dammam) | Umm Qasr (plus Zubayr and Basra) | Jebel Ali |
Saudi Arabia: rich demand, zero tolerance for shortcuts
Vision 2030 construction keeps Saudi demand strong, but the Kingdom enforces one of the region's strictest regimes. The 5-year rule is calculated excluding the current year, so a truck imported in 2026 must have been manufactured in 2021 or later, assessed from January 1 of its production year. SABER registration and a SASO Certificate of Conformity must be issued before the vessel arrives - without them, customs refuses entry. Add the prohibitions (right-hand drive, salvage, accident-damaged, ex-taxi or ex-police units) and the energy-efficiency fee that can reach SAR 20,000 to 50% of vehicle value for non-compliant units, and the message is clear: compliance must be arranged at source. One 2026 importer guide also reports new requirements this year - a five-year cap measured from first registration for used special-purpose vehicles, a new GCC-2026 certificate of origin format requiring embassy attestation from April, and GSO 42/2026 emission labelling (reported - confirm with your clearing agent before booking). Road-going equipment also needs a customs card after clearance, and individuals are limited to two machines per year while companies need a commercial registration.
Iraq: older trucks welcome, paperwork is the price
Iraq's federal rulebook accepts commercial trucks up to ten years old - double Saudi's limit - which is why 5-8-year-old HOWO and Shacman units move steadily to Baghdad and Basra fleets. The cost stack starts at 5% duty on CIF, adds the 5% reconstruction levy, then sales tax: our sources disagree (8% per one 2026 importer guide, 20% per another), so budget conservatively and verify with your broker. The COSQC pre-shipment verification of conformity is mandatory and can be done at origin through Bureau Veritas, SGS, Intertek or Cotecna. Clearance at Umm Qasr typically runs 4-7 working days with complete documents (reported), after 25-32 days of transit from Chinese ports. Two open questions need local confirmation: whether RoRo or container-only service applies at Umm Qasr this year (sources conflict), and Kurdistan's separate regime, which reportedly runs 10-year passenger and 15-year commercial caps under its own customs administration. The step-by-step process lives in our Iraq clearance guide.
UAE: the hub that keeps re-exporting
The UAE allows trucks up to ten years and taxes them lightly - 5% duty plus 5% VAT - but its real role is as the Gulf's logistics hub. Jebel Ali combines deep-water capacity, free-zone financing and onward shipping to East Africa and South Asia, and demand is visible at the top of the market: SANY delivered 110 trucks to a UAE port operator in one 2026 order we covered in our Middle East demand report. For buyers planning to on-sell into Saudi Arabia or Africa, remember that the destination's rules - not the UAE's - decide what ultimately clears.
Which market fits which buyer?
- Buying late-model units (2021+)? Saudi Arabia pays premium prices for compliant trucks - if your supplier can deliver SABER certification and SASO inspection before shipment, the 20% tax stack is the cost of a high-value market.
- Sourcing 5-8-year-old workhorses? Iraq's 10-year commercial cap and construction-driven demand fit older HOWO 371 and Shacman F3000 units - see the FOB benchmarks in our tractor price guide.
- Need financing flexibility or onward shipping? The UAE's free zones and re-export channels make it the operational hub - the age math and registration steps are in the UAE guide.
Before you commit, cross-check the age rule against the full 2026 age-limit table and the overall regime against the green-yellow-red rules guide, then match the shipping mode with the RoRo vs container comparison.
