Import Used Trucks from China to Angola 2026: Lobito Corridor Demand and the 5-Year Rule

Angola is one of the most promising — and most rule-sensitive — used truck markets in Southern Africa. Road contracts are restarting across Benguela and Huambo, mining output is climbing, and the Lobito Corridor railway revival is pulling freight demand toward the Atlantic coast. But Angola also runs a 5-year age cap on heavy vehicles and a mandatory pre-shipment inspection that trip up first-time importers. Here is the complete 2026 playbook for importing a used truck from China to Angola.

1. Why Angola Demand Is Rising in 2026

Three forces are driving fleet purchases:

  • Lobito Corridor logistics. The rehabilitated railway linking the Democratic Republic of Congo and Zambian copperbelt to the port of Lobito needs feeder trucking at every node — dump trucks, tractor units and flatbeds along the Benguela corridor.
  • Construction rebound. Road, housing and infrastructure contracts in Benguela, Huíla and Luanda provinces generate steady demand for 6x4 dump trucks and mixer trucks.
  • Price gap. A new European truck costs $80,000-150,000 in Angola. A properly inspected Chinese used heavy truck delivers similar payload capability for a third of that, with parts stocked locally.

2. The 5-Year Age Cap

Angola restricts imported heavy vehicles to a maximum of 5 years from the date of manufacture (light vehicles: 3 years). In 2026 that means your truck must be a 2021 model or newer. Age is counted from manufacture — checked against the chassis nameplate — not from first registration, so verify the nameplate before you commit.

This is stricter than most of West Africa: Benin has no age limit and Ghana allows 10 years. The trade-off is condition: 2021-2023 units arrive with low mileage and less wear. Expect a premium of roughly $2,000-4,000 for a 2021 HOWO over a 2018 unit — but older units simply cannot enter Angola legally.

3. Mandatory Pre-Shipment Inspection

Every used vehicle bound for Angola needs a pre-shipment inspection (PSI) in the country of origin, carried out by an approved inspection company such as SGS, Intertek or Bureau Veritas before loading. The inspection covers roadworthiness, chassis condition, engine function and emissions, typically costs $200-400 per truck and takes 2-3 days. Without a clean PSI certificate, the truck will not clear Angolan customs.

Put the PSI obligation in the sales contract before paying any deposit, and confirm the inspection company is currently approved for Angola — approval lists change. For a full pre-purchase verification workflow beyond PSI, see our used truck inspection checklist.

4. Duties, VAT and Port Costs

Budget the landed cost, not the invoice price. For most commercial vehicle categories, expect:

  • Import duty around 40-45% of CIF value depending on the tariff line;
  • VAT at 14% applied on top of CIF plus duty;
  • Port handling, storage and clearing agent fees at Luanda or Lobito.

Rates shift, so confirm the exact tariff line for your model with a licensed Angolan clearing agent before booking the vessel. Miss one document and the truck sits at the port accruing demurrage — the single most common way Angolan imports lose their margin.

5. CIF Luanda Prices and the Best Models

Angola drives on the right, so left-hand drive is required — standard Chinese-market trucks fit directly with no conversion cost. Reference pricing for popular units:

Model (2021)FOB TianjinCIF Luanda
HOWO 6x4 dump truck 371hp$12,000-18,000$17,000-24,000
Shacman F3000 6x4 tractor$13,000-19,000$18,000-25,000
HOWO 8x4 cargo truck$14,000-20,000$19,000-27,000

Transit from Tianjin or Qingdao to Luanda runs 25-35 days. HOWO and Shacman spare parts are stocked in Luanda, Benguela and Huíla, which keeps downtime manageable — a real advantage over Japanese units routed through Dubai with no local parts network.

6. Before You Wire the Money

Order the PSI, verify the nameplate year, and choose the shipping mode with cost in mind — our RORO vs container guide breaks down where RORO saves 15-30% and when a container is safer. Want current Angola-ready stock with full export files? Browse the inventory or contact our team for a quote.
